THE CHURCH IN JERUSALEM
Peter’s Sermon at Pentecost
But Peter, standing up with the eleven, lifted up his voice, and said unto them, Ye men of Judaea, and all ye that dwell at Jerusalem, be this known unto you, and hearken to my words:
For these are not drunken, as ye suppose, seeing it is but the third hour of the day.
But this is that which was spoken by the prophet Joel;
And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:
And on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy:
And I will shew wonders in heaven above, and signs in the earth beneath; blood, and fire, and vapour of smoke:
The sun shall be turned into darkness, and the moon into blood, before that great and notable day of the Lord come:
And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved.
Ye men of Israel, hear these words; Jesus of Nazareth, a man approved of God among you by miracles and wonders and signs, which God did by him in the midst of you, as ye yourselves also know:
Him, being delivered by the determinate counsel and foreknowledge of God, ye have taken, and by wicked hands have crucified and slain:
Whom God hath raised up, having loosed the pains of death: because it was not possible that he should be holden of it.

Acts 2:14-24
4. What prophecy did Peter declare to be fulfilled by the gift of the Spirit?
THE OUTPOURED SPIRIT
The exulting joy of these Spirit-anointed people was accounted for by some through charging them with drunkenness. Peter dismissed the charge as absurd, seeing that the day was yet young. With a readiness that the Spirit had inspired, he declared it to be a partial fulfillment of Joel’s prophecy. This is that, Act_2:16. Alas, we cannot say as much! This might be that; this shall be that-these are all that we can affirm. Shall we ever be able to say, This is that?
In the pre-Christian times the Spirit was given to mountain-top saints, but from Pentecost onward, sons and daughters, old and young, servants and hand-maidens, were to participate in His gracious influences. It is for the democracy of the Church, for the whosoevers who call on the name of the Lord, for the valleys as well as the hills.
Notice that God’s determinate counsel and pre-arrangement did not take away the guilt that lay upon the murderers of the Christ. The hands that slew Him were wicked ones, Act_2:23. But God vindicated Jesus by the Resurrection, which reversed the judgment of men and proved Him the Son of God with power, Rom_1:4.
